In 2015, a Community Redevelopment Area (CRA) was created to improve blighted areas along the U.S. 1 corridor, municipal airport, West Canal Street, former K-Mart plaza located at 1724 State Road 44, portions of North Causeway, and 180 acres of Florida East Coast Railway Company property. Though the lifespan of this CRA is 20 years (2015-2035), funds can only be spent along U.S. 1 and in Historic Westside for the first 10 years.
Two indicators of blight are code enforcement activity and crime reporting. From 2009 to 2012, areas in the U.S. 1 CRA represented 32% of code enforcement activity and 58% of police activity despite occupying less than 10% of the city’s land area.
