The original CRA in New Smyrna Beach ended in 2015.. In December 2014, the Volusia County Council approved a new CRA (called the U.S. 1 CRA) for New Smyrna Beach that went into effect October 2015. The new CRA was approved to address blighted areas that include most of U.S. 1 in the City limits, the New Smyrna Beach Municipal Airport, the Historic Westside, West Canal Street, the former K-Mart plaza, a portion of the North Causeway, and 180 acres of the Florida East Coast Railway Company property. Beachside properties and those on Canal Street between U.S. 1 and Riverside Drive that are in the current CRA are not included in the new CRA. In the first ten years CRS funds can only be spent in the US1 corridor and the Historic Westside neighborhood.
Two of the indicators of blight are code enforcement activity and crime. Between 2009-2012, the areas encompassed in the new CRA area had 32 percent of the City’s code enforcement activity. However, the area comprises less than 10 percent of the City’s land area. In 2012, this area generated 58 percent of police activity.
