Senior Housing Development

There are two preferred areas for a senior housing development in the U.S. 1 Community Redevelopment Area (CRA).  They are:

  • The U.S. 1 corridor (properties within the U.S. 1 CRA fronting on U.S. 1). Click here for a CRA map with U.S. 1 illustrated on the map.
  •  Properties within the Historic Westside Community, also within the U.S.1 CRA. Click here for a map of the Historic Westside Community.
Request for Proposals: Deadline noon, September 10, 2015 

The City of New Smyrna Beach is soliciting responses to this Request for Proposals (RFP) for Senior Affordable Housing Development Applications for low-income housing tax credits from the Florida Housing Finance Corporation (FHFC), to receive local support from the City of New Smyrna Beach.  The City Commission may award one or more applications with a commitment for the local support dollars as required for one application if said application is approved by the FHFC. The local support amount is approximately $50,000. It is preferable that the applications are for an affordable senior housing development to be located within the US 1 corridor and Historic Westside areas of the US 1 Community Redevelopment Area listed above.

Addendum 1: Local Support for a Senior Affordable Housing Development Application for low income housing tax credits from the Florida Housing Finance Corporation.

RFP issued by the City of New Smyrna Beach: August 27, 2015

The following sentences from the RFP are changed and now read as follows with the new words underlined:

  • Page 3:
    • It is preferable that the applications are for an affordable senior housing development to be located within the US 1 corridor or Historic Westside areas of the US 1 Community Redevelopment Area (please see attached maps.)

  • Page 5:
    • US 1 Corridor and Historic Westside of the Community Redevelopment Area

Addendum 2 : Local Support for a Senior Affordable Housing Development Applications for low income housing tax credits from the Florida Housing Finance Corporation -

The following sentence is being added to the RFP as noted:

Following Addendum 1, page 3:  Applications may also propose a site within the City limits or sites that are eligible for annexation (either contiguous to the City boundary or within the Citys  inter-service boundary agreement area with Volusia County) in which case the applicant must sign an agreement to annex the site by a date certain determined by the City Commission if the FHFC application is approved. (Map) 

Following Addendum 1, page 5: Applications may also propose a site within the City limits or sites that are eligible for annexation (either contiguous to the City boundary or within the Citys inter-service boundary agreement area with Volusia County) in which case the applicant must sign an agreement to annex the site by a date certain determined by the City Commission if the FHFC application is approved.

Addendum 3 : Local Support for a Senior Affordable Housing Development Applications for low income housing tax credits from the Florida Housing Finance Corporation -

Request for Proposals (RFP) issued by the City of New Smyrna Beach: August 27, 2015

The following sentence is being added to the RFP as noted:

Following Addendum 2, page 3:  Where the RFP refers to the “Respondent” or “Applicant” this term refers to the development company. If the development company creates separate companies or entities for such projects,  ,please explain in the RFP response that the development company plans to do that for this project and generally explain the process for creating such a separate entity. 


It is preferable that the applications are for an affordable senior housing development to be located within the US 1 corridor or Historic Westside areas of the US 1 Community Redevelopment Area (please see attached maps and a copy of the Capital Improvements Plan for the first ten years of the US 1 CRA).
