Welcome to Citizen Self Service! We are pleased to offer our citizens, businesses and visitors online access to the Building Department services 24 hours a day, seven days a week. We are fulfilling our promise to deliver powerful e-government services and provide valuable information about the community of New Smyrna Beach, Florida, while making your interactions with the Building and Code Enforcement departments more efficient, convenient and interactive.

To use all of the services we provide, you must register and create a user account. We trust this will provide you with a new, higher-level service that makes living and working in our community a more enjoyable experience.

You are encouraged to use the self-service system for

  • Permit inquiry: Provides the history and specifics on a permit and includes address, fees, contractor and inspection information.
  • Parcel inquiry: Provides information associated with a parcel of land in the City of New Smyrna Beach such as address, owner, land use, building type and legal description.
  • Online permits: Applicants will be able to apply for permits, pay fees and pull permits.
  • Online plan review: Applicants will be able to submit plans for plan review.
  • Inspection request: Provides contractors with the ability to request inspections online.
  • Business tax: Applicants will be able to renew their business tax license.
  • Contact us: Ask Building and Code Enforcement about permits and projects. Response time is typically within 48 hours (working days).
What is an online permit?

An online permit is for work that does not need plans to be reviewed by the City before construction. A register contractor performing the work can use the on-line permitting. Homeowners wanting to apply for their own permits must apply in person at the Building Department, 2650 N. Dixie Freeway.

To apply for a building permit or to submit documents and plans for review, you must register and attach a completed application (PDF) and all pertinent forms required for the activity you are applying for. This service is open 24 hours, 7 days a week; however, permits are processed only until 3 p.m., Monday through Friday.

After completing your registration, application on-line and attaching your required documents (pdf) for the permit, you will receive a response e-mail confirming that your submittal is correct, with an application number and the fee amount for your transaction. You will be able to go on-line and pay your invoice with a credit card. Once paid, the permit for simple permits may be immediately issued. Projects that require plan review will be submitted to the various Departments for review. The review comments will be e-mailed to you from each department. You will be able to follow the progress of your review on-line.

There Are Two Types of Users

  • General Public - You will be able to access "Permit Inquiry", "Parcel Inquiry" and "Business Tax Renewal". You will not be able to access "Online Permitting" requests (for registered contractors only).
  • Contractors - You may register as an user and will see general information, purchase a permit and be able to schedule or cancel inspections. If you do not register, you will be able to access the same information as the General Public.
Permit Requirements for Owner / Builder

  1. Proof of ownership (warranty deed, closing statement or Volusia County Property Appraiser print-out).
  2. An owner may apply for a permit, supervise and do the work in connection with the construction, maintenance, repair, alteration and addition to a single family or duplex residence for his own use and occupancy and not intended for sale.
  3. No more than one (1) permit shall be issued to an owner for the construction of a new single family or duplex residence in any twenty-four (24) months period. Permits for alterations and additions, or plumbing, electrical, mechanical or gas installation shall be issued only in connection with one single family or duplex residence in any twenty-four (24) month period, although more than one permit may be issued for such work on the same single family or duplex residence during that period.
  4. The owner must come in in person between the hours 8:00 AM and 3:00 PM.
  5. The permit application and affidavit must be signed and notarized.
  6. The owner must prove to the Building Official that he/she has the knowledge and ability to do the work.
  7. If there is a violation on the property:
    • "No building permit will be issued to a homeowner to cover illegal work."
    • "The work must be performed by a general contractor or a specific contractor licensed to do the work."
    • "An architect's or engineer's report must be submitted certifying that the work was done in accordance with the Florida Building Code and general construction practices."

Attention Contractors & Home Owners

For permitted projects exceeding $2,500, a recorded "Notice of Commencement" is required prior to the first building inspection. This Notice of Commencement protects the consumer from potential liability of additional payment of labor and materials when payment has not been satisfied by the individual performing the work.

For permitted projects under $2,500, residents should familiarize themselves with the lien laws prior to paying for the project in full. This may include verifying with the individual that all labor and material bills have been paid. In the absence of this verification, residents may find themselves responsible for additional costs beyond the original contact.

Questions & Answers

How long does it take to process an online permit?
Online permits are processed daily. During high-volume periods, processing requests may take up to two business days, but the turn-around time is generally faster. Invalid or incorrect information on the request form will cause delay.

What credit cards can I use?
Mastercard and Visa only.

When does my permit expire?
Work must begin and an inspection made within 180 days, otherwise the permit expires.

Does a licensed contractor have to do the work to utilize online permitting?
Yes, a licensed contractor must be hired to do all work.

Am I required to have an inspection?
Yes. All online permits require an inspection. The project is not legally complete until it passes the final inspection and any other inspection.

How do I schedule an inspection?
Once you have received your permit approval number, you can request an inspection by using the online Inspection Request or by faxing your request
(Fax / Inspection Request Form) to 386-410-2805.

Can I use this process to pay for a re-inspection fee?
Yes, by registering into the system and knowing the Permit Number and Job Address.

What if I don't get a permit?
If a permit is not obtained before construction, city and state codes and regulations have been violated. You will be required to obtain permits for the work and it must pass inspection or you will have to return the structure or site to its original condition. Most importantly, without an inspection, your work may not be safe, endangering you and anyone using the structure.

What if I have a permit but never called for an inspection?
Generally, permits expire after 180 days if no inspection has been made. In order for the project to be completed, it must have a final inspection. If a permit expires before final inspection, the project is in violation of City Codes. To reactivate the permit, call 386-410-2800.
